New resolution
In October 2024, the Decree of the Government of the Republic of Kazakhstan of October 23, 2024 No. 874 was published. The decree concerns the procedure for submitting reports on mineral resources and/or mineral reserves for inclusion in state records.
1. For production projects for which contracts/licenses were issued before 31.12.2023, subsoil users have the right to submit reports for both KAZRC and the GKZ.
2. For production licenses issued after 31.12.2023, under contracts/licenses for exploration, subsoil users provide a report according to the KAZRC standard.
The resolution legislates the term "reader" - a member of a recognized professional organization provided for by the KAZRC Code, involved in checking the compliance of the report with the requirements of the KAZRC Code.
Chapter 2 contains a list of documents attached by the subsoil user to the application for inclusion of technical and engineering data in the state records according to the KAZRC standard:
• Resource and/or inventory assessment report certified by a competent person
• a document confirming membership in a professional organization (according to the standards of the KAZRC Code). For PONEN members - membership certificate and QMR certificate;
• positive conclusion of the reader on the report;
• Coordinates of resource and/or reserve boundaries
• a table for comparing data if resources or reserves (according to the GKZ standard) are already registered with the state.

The procedure for including solid minerals, hydrocarbons, and groundwater in the state register of minerals based on the state expert review of subsoil resources is described in Chapters 3 and 4.
